You can do fail-over or load-balancing locally and without fees, but that doesn't work the same as bonding and doesn't provide the smooth, uninterrupted connection that bonding does. The computer in the data center always has a good connection, that's why you can bond your several poor connections there you can't bond your several poor connections locally, because you have the inherent problem that none of them have consistent good connection to the outside world. Of course you'll still need to pay for the VPS, because as others have pointed out, there is inherent data-center costs to bonding connections at a remote computer.
